This should be in the documentation, and has been mentioned here at least 3 times I can remember.
The runtime does not Save As PDF. There were licensing issues that FM Inc did not or chose not to resolve with Adobe for runtimes.
So you can, I believe, print normally to PDF through the OS (on Mac at least) but not through a script step.
It's not you, it's just not there.
