I have a CONTACTS table. One of the Fields is Notes. I want to create
a Layout that will show only those Contacts that meet a certain
criteria, Retailers for example. Is this possible or do I have to
enter the Layout through a Script to effect a Find function.

You have to perform, or script, a Find.
Alternatively, you could create a relationship that would be satisfied
for records that meet the criteria, and then show those records in a
portal. One way to do this is to create a new table "Criteria", with a
text field that contains the criteria. Then show the related records in
a portal of a layout based on the Criteria table.
