So you are running a report from a special Reports table, and you have the relationship from the Reports table (one to one) to a single People record and (one to one) to a single Zip Code record?
Assuming both relationships are valid (i.e. there is a valid PeopleID in Reports to People, and there is a valid ZipCode from People to ZipCodes), then there is no reason you shouldn't be able to see the zip code's city from the Reports table.
What do you get when you do this? Blank? Or the wrong city?

Obviously I can pull related data from the People table, but I can't see how to "tunnel through" the People table (related by Unique IDs) to the Zip Code table (related by Zip Code) to say, put the city on that report.
