Not sure you can fix this in the win.ini file, but I've never tried. As an alternative, you can send mail using a mailto URL like so:
<mailto:info@xxxxxxxxxxxxx?subject=Foo&body=bar>
You'll have to properly encode it and it's not as flexible as the default Send Mail command but it will get the job done.
