precise label formatting

What is the easiest way to precisely place labels on paper? I have a
zweckform 4730 label ***, it is A4 paper and holds 270 labels of
17.8mm x10 mm. This A4 (209.9x297 mm) has 2.54mm horizontal gap between
the labels, there is no gap vertically between the labels,
label size 17.78+2.54=2.032 x 1.00, round to 2.04x1.00
margins (top, bottom, left, right) are 1.38 1.34 0.44 0.48 cm.
printing 101%, top margin 1.38+0.29= 1.67 ->33 te groot-> helft
1.53
When I make a layout with these numbers, remove the header and place a
rectangle exactly around the inside of the label, then print it out,
