I have a solution that uses the zip code of a record to lookup the city and
state from a related table. There is also an area number that looks up the
area description from another related table.

My problem is, when I import records into the solution, the lookups are
not happening. I have the perfrom lookups box checked that comes up during
the import, but that doesn't help.

I also tried the relookup field contents under the records menu and that
doesn't help.

It does work if I am entering a new record (without importing).

I'm using v9 advanced.

You want the relookup script step. Do a search on relookup in the help file,
this also gives an example.
