Make sure that in layout mode you have the default TAB activated before
you go back into browse mode. Do this for all layers ending with first
tab inside first tab. And although filemaker allows creating many tabs
inside many other tabs I think this is bad practice and I would look into
other possible solutions. Like creating multiple instances of the same
layout, changing just the parts you need for that layout and then
creating a navigation system.
Thanks for the help. I redesigned it slightly so there's no inner tab now
and checked there is a default tab on all tabs.
However, now even when I flick from one particular tab to another
particular tab, it still jumps to the wrong tab - yet all other tab
combinations work. The wrong tab it jumps to is not the default tab. This
problem seems to only happen in the web version - the desktop database
works fine between the two troublesome tabs, which I'm really beginning to
think must now be a bug - unless you or perhaps anyone else has any other
ideas?

Lets make sure, You have a tab-object on your layout with a couple of tabs.
When the first is active and you want to go to the second you will click on
the second. But when you clik on the second it will open the third. I have
never ever experienced such a thing and I do use tabobjects. Would you be
willing to send me and example? (just an empty file that displays this
behaviour would do it...)
