I have a problem with printing a report, which is the data from a single
record. The report includes several text fields, which can vary in size from
a blank field to a single line field to a multiple line field. Due to the
fact they can vary in size I have set 'Sliding up based on All above' and
'Also reduce the size of the enclosing part'.

The problem I am experiencing is the top line of a multiple line field is
not being printed. This field is just after a page boundary so I have made
sure that it and all other fields are not overlapping or touching the page
boundaries.

I have Layout Set-up Views set to 'Form View'; the Layout Set-up Printing
set to 'Use fixed page margins' (0cm for all top bottom left and right) -
Although problem is still present whether option set or not.

I'm stumped as to what to try next to solve the problem.

The 0cm margins are almost certainly your problem.

The MINIMUM / SMALLEST margin for most desktop printers should be:

inkjet = 1.27cm (0.5in)

laser = 0.64cm (0.25in)

The bottom margin often needs to be a little bigger on inkjet printers.

Make your margins this size or bigger and your "missing line" will very
likely re-appear.
