Are you sure it has nothing to do with "file b"??
For example, a script that goes to a Layout with a portal or field
(including Calculation fields) using a relationship link to "file b"
will obviously need "file b" before it can display the related data -
even though the script itself doesn't actually use "file b".
You may need to make sure that "file b" is also set to allow multiple
users.
