You can't email a "layout".
A layout is only for on-screen or print use (including fax). The only
way to email a whole layout would be to make a PDF or image of it, and
then email it.
From FileMaker you can email the data from Text and Number fields using
the Send Mail command, but it tends to be a bit picky about the email
applications it will work with.

IOW, the author should have the final say over the layout -- while, at the same time, you want to control it down to a pretty detailed level. ... Or are you simply saying "use this font, with this font size and line spacing, and these page margins" ...? ... Depending on how detailed your tests are, you might find faults in papers which have been setup pretty carefully (say, "single" line height might not be the same throughout all used applications)....
