The WGE can be run as a service. I would probably use SP4 insead of
SP3. Doing both of those should help reliability. Do keep in mind
that the WGE run as a service is still the WGE not a server engine.
There is a utility to make installing the WGE as a service simpler.

Just extract it to the \pvsw\bin folder and run it. Under the Tools
menu there is WGE as Service option. Pretty straightforward.
