Re: com.pervasive.psql.utilites.core.DBException: Unknown error : -19

Check in Add/Remove programs for other versions of the Java Runtime
Environment (JRE). If you see any versions older than 1.5, I would
recommend removing PSQLv9, removing the old JRE's, and reinstalling
PSQLv9.
