The hint is here:

I believe that the PSQLv9.1 comes with 1.5.0, not 1.3.1. The fact that
you are getting 1.3.1 indicates that there is an older JRE on your
system.
To fix this:
1) Uninstall PSQLv9.1.
2) Uninstall all copies of the JRE.
3) Reinstall PSQLv9.1.
If you issue the command "java -version" from the command line, you
should get a 1.5.0 returned to you.
