Well I fixed my own problem.
I figured someone out there would find the issue interesting even if
you're not dealing with the same pieces of software that I am.

If you change the windows login username on the DC via active directory
and then login the first time from a docked laptop, the settings won;t
all take.

The fix was to change the username back, undock the laptop, make the
username change from the DC again and THEN login from the undocked
laptop.
Weird huh?
