I have read some articles/ISO standard about MPEG Video Compression
standard.Even though I did my engineering in EE ,I find them very
difficult to understand .

depends on what you want.
if you want some general theory (how all of this works), maybe people
here can help explain things (this would be more useful if your intent
is to make your own codec, or you loath using other peoples' code, and
compatibility isn't so much a concern).
keep in mind that something like MPEG (much less MPEG-4), is hardly a
simple topic, and not really something one can just go and easily
write an encoder/decoder for without a fairly solid understanding
(even JPEG is not all that simple, and JPEG involves a lot less than
MPEG...).
now, if you just want to do something practical, then I am sure there
are libraries around that can help.
if it is of much help, libxvidcore (or something like that) comes to
mind (XviD is an MPEG-4 variant).
maybe also of possible interest could be Ogg/Theora.
other options (assuming windows): the DirectX and VFW APIs.
dunno if any of this is of much help.
