opensource help viewer for chm and other microsoft files.)

I admit that I want to hack help files, in order to provide an free help compiler for the 2.x version. Tools for this version are available only to the users of non-free versions of MS Visual Studio, but unfortunately Borland/CodeGear have choosen to use the same version also for the Borland Developer Studio, without providing or making available the tools together with BDS.
