Unfortunately, even the current JPEG-internal document register doesn't seem to back long enough to cover this information - at least I haven't found it there. Likely you find some of the motivations in the Weinberger article on JPEG-LS. AFAIK, JPEG-LS was directly proposed by HP research and by that made its way into the standardization group, but I might be wrong.
