Is there method to compress Integer and Rational decimal sets.

Is there a method specifically developed to compress
1. sets of Integers numbers, ie. 10,2,45,7.
2. and sets of Rational decimals (decimal fractions, with a base of
10^n) ie: 4/10, 567/100, 23/1000.
