the THEORY of counting principle, for a given file size N, there are
only two that cannot be stored in a bit less of space. Again, some
sizes aren't exactly usable, but more are.
You seem to have forgotten the criterion for unambiguous decodability.
Or the length, which is equivalent.
I tried your algorithm, trying to compress your expertise in
Information Theory. The scheme was lossless and provably optimal;
Alas it didn't actually achieve any real compression.
