Looking for an R-D optimized JPEG source code

I'm working on a novel image coding algorithm, and would like to
compare its performance with those of traditional ones. Now I'm looking
for a source code or an excutable file implementing the algorithm in
the following paper. Would you please let me know where I can find it?
