There are a lot of crackpot compression algorithms like that, yes. There
are even two patents (or maybe more) on such algorithms. Problem is that
none of them actually work.
Technically, a lot of real compressors also look for which patterns occur
more than others and use that to compress, I'm not sure if you're counting
that in your question. It is quite similar to looking for repetetetive
patterns.
