WinRAR offers such a function: select the zip file within WinRAR, choose
Tools - Convert Archives, select the preferred compression level (for
example zip/best or rar/best) and the folder for converted archives.
Of course, WinRAR will decompress the source archives and recompress the
contents, but that seems to be what you're looking for.
Probably other compression programs offer similar functionality.
