I sent an e-mail, but the only address I could find was under the same
domain as the web site, so I can't be confident of a reply.

TreeCC was written to support development of compilers for
Portable.NET. It's already under GPL v2, and it's included in a few
repositories - Google and ye shall find - with the latest version I
could find being 0.3.10.

I've found references to DotGNU in a number of places, so I was hoping
that the projects were just moving servers or something.

http://www.gnu.org/software/dotgnu/pnet.html looked promissing, but
seems to link back to Southern Storm.
