Q: How does scaling a drawing work

Hello,
Ok, lets say that you have a .dgn drawing and you measure the distance
between two lines and it measures 5 and now I want to copy parallel a line
..4m from one of those lines. If I want the final drawing to be ploted to a
scale of 1:100 in metric what would be the correct distance that I would
need to copy that line to make it .4 m for the final drawing.
