SCSI bus speed downshifted

I am having some messages in the log that I dont like:
Mar 29 13:07:12 store04 kernel: ciss1: *** SCSI bus speed downshifted, SCSI port 1

No other disk related log messages.
Do you have an idea to what could be the trouble.

The machine is a NEW HP DL380 G5 with a SA6400 and 3 MSA30 with 39 72G 15K disks.
OS: FreeBSD 6.2
On each shelf the 13 disks are mirrored and striped with one spare.
The messages comes when the first transport is started on the shelf.
The first transport takes longer than normal. After that ~16 sec/1000MB write.
The controller have been swopped with no luck.

Its on all 3 shelves. All cables bad? All shelves bad? A bad disk on each shelf?
