How complicated can the diagnosis be? There aren't really a huge
number of interactions here.
If the systems you are talking about are as simple as it seems at first
glance, you can probably use almost any technique at all to get a
working diagnostic system.
The hard part will be configuring your diagnostic system for a
particular installation. Even that should be pretty easily handled by
a drag and drop system diagram tool. Some drawing programs can even be
configured with magic properties so that as you connect pieces, they
can execute simple code. That might avoid even the need to build a GUI
for your system.
