It depends on whether the universe is simulated or not.

If there's a parent world, with our world's physical laws encoded
into the particles that compose the computer that runs our world,
then the rules that run our world might well literally be composed
of matter - which ought to satisfy /most/ conceptions of whether
something is material or not.

No matter how the laws are encoded, they still aren't things. You can
encode the laws in many different ways (neural patterns, writing to
storage disks, etc, etc) and they are still the "same laws". Laws are
not their instantiations.
