Actually, I think someone needs to point out the obvious answer to
BOTH of you: physical laws aren't things, so it is ridiculous to ask
whether they are matter or not. Only things can be described as
material or not, not descriptions OF those things.

And yes, energy is a thing, and can be talked about as being material
or not.
