IMO that's nonsense. For one ting "they" describe nothing - we do. Those of us who understand physics (and many who do not) use "physical laws" as the language of description, is all. the fact that we change that language from time to time should make it clear that the laws are human inventions, and have no independent existence.

And regardless of language changes, apples still fall on the ground.
Newton's and Einstein's gravity, or call them language changes if you prefer, only change precision of the simulation.
