I was under the impression that this was common knowledge, as I first read this so long ago I've forgotten when and where.

In general (ie, not universally), it's not brain-size as such that matters, but the brain/body index. Eg, women have smaller brains than men, but since women are smaller than men, the brain/body index is the essentially the same. Can't recall the Neanderthals' brain/body index, though. Do recall an article that puzzled about the Neanderthals didn't do better, considering their brain. The tentative conclusion was that they didn't have articulate speech, hence couldn't discuss their ideas....
