The parallels between reinforcement learning and evolution are there for
anyone to see who wants to open their eyes and look at it. It's something
anyone can verify for themselves just by looking at it and thinking about
it.



There are no "parallels" here.

Reinforcement learning is simply one of the MANY MANY MANY organic
"mechanisms" produced over eons by random mutation, and which helped
organisms adapt and survive, and was therefore selected for by the
process of natural selection. Other such mechanisms are sensory and
motor systems. Ability to sense the environment, and act with respect
to it, also aid survival of the organism. On and on.
