Agreed. But it a case of everyone trying to control everyone else
in order to satisfy their basic innate drives. Some are good at it
and some are not so good at it.

That still doesn't matter for Skinner's point, since you still
couldn't assign responsibility to the controllers if you can't to the
controlled, and being good or bad at it can again accrue no
responsibility to the controller.

If P effects Q then P is "responsible" for that effect.

Responsible for x means "the cause of x" .

If P controls Q then P has, in some way,
effected, that is determined, something about Q.

Q is controlled by P to the extent its actions are
different then they would have been if P didn't exist.

Control between humans works both ways
regardless of any notions Skinner may have
been implying.
