That's incorrect. If anything the problem is that there is so much specific,
technical, mathematical, and algorithmic guidance that it can be a little
overwhelming - hard to know where to start.

I have given countless references to papers that go into specifics, so I
don't know why you would say this. Here is a link to a program, rather
than a specific paper, that is based on dynamic conditional distribution
estimators (i.e. learning):
