It seems to me that we have two instances of non-determinism to consider here; randomness and intentionality (free-will).
There can be deterministic systems, as in systems that are mechanical and in principle predictable, like classical physics.
Then there can be random systems, as in the most popular interpretation of QM.
And there can be fundamental free will, or intentionality, where physical process is being affected in an intentional sense, with a method completely unknown by physics. That is, a system that works in a purposeful way, but is not even in principle predictable. This is like the idea of creationism, or fundamental semantics (Searle).
