Interestingly, related to the issue of responsivity in networks
viz-a-viz connectivity, I've been bit the past couple of days by this
very issue ... check here, and notice the disconnect, or de-peering,
[big red "NA"s] between Cogent and Level3 ....

I had no idea such things were possible, as we read how the internet is
setup to be "bomb-proof", etc. In my case, my ISP is on the Level3
backbone and my website is on the Cogent backbone, and as you can,
there is 0% connectivity between the two see [hopefully this will go
away soon ??]. From my dial-up ISP, I cannot access my website host nor
get my email from there. Interesting black-hole, which is exactly how
people like Baran originally had set up the internet so as not to be
susceptible to. IOW, when you have a hub network and limited
connections between the hubs, one break kills the system, or part of
it. Baran decided a "fishnet" architecture was preferable to the hub
system, but somehow this isn't working today. ???
