Hi,
In UK you should look for Univ of Edinburgh (Machine learning and
Neuroscience). Very good research is undergoing here in the School of
Informatics.
Also Cambridge is good for Machine Learning.
In US: Texas Austin, Maryland college park, Univ Wasington, (Ofcourse
MIT, Stanford, CMU etc). also USC is very good.
