STGADMIN.ADR.DUMP.TOLERATE.ENQF

STGADMIN.ADR.DUMP.TOLERATE.ENQF is required for a user to use TOLERATE(ENQF) on a DSS dump. What is the security issue this is "protecting" against? Or is it just more of a data integrity issue?
