I've had both, and I'd recommend SMS management, now.
Why manually manage when you don't have to?
This is more general question: where to place BCSes ?
And then we could discuss to manage or not to manage.
IMHO in times of advance copy services it is good to have BCS on the same volumes as datasets cataloged in the BCS
Nomenclature hint: BCS = Basic Catalog Structure. MCATs and UCATs are BCSes. ICF consist of BCSes and VVDSes.
