I don't know of any way to do this. Does anyone know of a programming
API or IBM utility to change the MIN/MAX weights for multiple LPARs in a
CECPLEX automatically (no human intervention) and on the fly from the
images themselves?

If the the systems are in the same sysplex you can use a CF structure
and WLM to manage weights for all LPARS on the CEC.
