Things may have changed but on my OS/390 2.10 system I have to reference
them as 3590-1 in JCL.

The 9840s can run in 3590 or 3490 emulation mode. To connect to a "MVS"
host, you want them in 3590 mode and you should define them as 3590 to
HCD. They are set to 3490 mode when used in the back end for VSM
(virtual tape).
