Apparently not.
I Googled "IBM msys" and
http://www-03.ibm.com/servers/eserver/zseries/msys/msysops/
was my first hit.
The introductory paragraph states the following:

z/OS msys for Operations is a base element in z/OS V1R2 that incorporates well-proven automation technology into z/OS. It provides self-healing for some critical system and sysplex resources and simplifies the day-to-day operation of a z/OS Parallel Sysplex.
</quote>
Moreover, as stated under "Announcing" on the right, you can simply download msys for Operations.
Your prerequisite question not having been answered by a quick glance at the text headings, I selected the "Featured Information" wizard on the right and then selected "Before you begin ..." "Read me first" since "readme" files usually contain "prerequisite" information.
Under "msys for Operations prerequisites", I found the following two prerequisites:

a.. System symbols &domain and &sysclone
a.. VTAM with XCF signaling
</quote>
Nevertheless I hope someone who really knows msys can confirm and/or clarify all the above.
