According to the book:
2.6.1.4.5 Listing All Migration Volume Entries from the MCDS
In this example, you are issuing the HLIST command to list all the
migration volume entries from the MCDS. The list is to go to the output
data set GRPA.COMMTEST.LIST.
HLIST MIGRATIONVOLUME OUTDATASET('GRPA.COMMTEST.LIST')

Run it as a HSM authorized user
DATASETNAME(dsname) is specified when you want to request a
listing of a data set entry for a particular data set. If
you specify DATASETNAME without (dsname), you will get a
listing of all data set entries if you are recognized as
authorized by DFSMShsm. If you are not recognized as authorized
by DFSMShsm, you will get a listing of only those data set
entries for data sets that have your userid as the high-level
qualifier.
USER(*) is an alternative to dataset, not a filtering
criteria
