Hi,
It is worthwhile to recompile programs that run though I advocate doing so
in a controlled fashion with testing before reimplementation. We had areas
that were forced to recompile for migration to LE Endeavor processor groups
and were pleasantly surprised to find that programs not compiled in 8 or 10
years suddenly ran MUCH better. Just because MVS can run 20 year old object
code doesn't mean that the latest compiler will not yield a much more
efficient executable. Getting all your really old programs recompiled may
save you cycles in production.

I might also add, that even if you have the hardware resources to do a mass
compile of all programs, you may still have to budget "real money"
for software licensing increases if you are on sub-capacity licensing -- if
you saturate the system with enough compiles to raise your peak four-hour
MSU average for the month, software fees go up accordingly.
Idle CPU time is no longer always "free".
