If a site doesn't license a REXX compiler, they can only execute compiled
REXX programs using the ALTERNATE library. This means the REXX source code
has to be 'imbedded' in the load module so it can be executed via the
interpreter (i.e. at interpreted rather than compiled speed).

It would be much, much nicer if all sites were licensed to execute compiled
REXX programs at compiled speed, irregardless of whether the site happened
to license a REXX compiler.
