If you put the recompiled code into production then you must test it.
Ted is saying that the testing makes a mass recompile too expensive.

Do you rewrite your documentation every time you recompile? If not,
what's your point? Ted wasn't saying that testing is ridiculous, he
was saying that making a change that requires testing all of your
programs at once is ridiculous.
