Free newsgroup server access with posting privileges is typically a
service you would expect as part of your user account from your Internet
Provider, although some may not be as competent as others.  You should
check with your provider to see if they have a domain name you should be
using for this service.  If they don't provide that service, you may be
able to find a web site that will provide access and posting (may not
work well with IBM-main, which needs Email to reply to a list), or you
should be able to search and find newsgroup services that charge a fee.

The more competent Internet Provider's will likely restrict use of their
newsgroup server to their own user community.  Newsgroup reading may
require using your logon and password, and posting is likely restricted
to users who are logged on to the the provider's system, to make life
more difficult for spammers and other undesirable posters.  If you have
a domain name or IP address for someone else's newsgroup server, don't
expect to find it fully functional to outsiders.

Well, under Thuderbird I created a new account and filled in 204.153.244.171 under server settings; then, under "Manage Newsgroup Subscriptions" a list of available newsgroups came up, and I selected comp.lang.cobol, clicked "subscribe", then OK. Next thing I know, the 204.153.244.171 account has 600+ messages showing in the comp.lang.cobol list; I can read them, but not reply nor post to the group.
