AS I understand it, the requirement was that the TOD clocks were well
synchronized to eachother, not necessarily to some external time. The TOD
clocks in one machine were synchronized by architecture, synchronizing TOD
clocks in different boxes requires a local device, the sysplex timer. It has
a feature, optional and not required, to synchronize the TOD clocks under
its control to an exteral time source.
