I was at Fallsview in Niagara
It was so confusing, even for the dealer, that most people did not play it (betting on the dealer's hand).
And yes, you hope the dealer wins which does not make you popular at the table.
And yes, the dealer makes the decision. Not sure of what rules they follow on hitting or not hitting.

How do you bet the 'dealer's hand'? Do you just hope the dealer wins? Does the dealer make the decisions on your hand (hit/stand/etc)?
I'd bet on the dealer's side and bust my hand every time :) But I assume it doesn't work quite that way...
