I was at Fallsview in Niagara
It was so confusing, even for the dealer, that most people did not play it (betting on the dealer's hand).
And yes, you hope the dealer wins which does not make you popular at the table.
And yes, the dealer makes the decision. Not sure of what rules they follow on hitting or not hitting.

I'd bet on the dealer's side and bust my hand every time :) But I assume it doesn't work quite that way...

It would help if we knew which casino he was at, I never heard of that in BC.
I wonder if he meant Baccarat?
