A lot of people enjoy that kind of area. Its simply something Vegas
doesn't have.

Isn't the fact the cities are different a good thing?

If that's what you want, live where they have that.

It's impossible to "rate" a personal preference though.

40 Million visitors per year and a couple thousand new residents each
month seem to like Las Vegas.

I like visiting it too.

Just offering a possible explanation why the poll ranked it so low on the
culture meter.
