Yup.
Most of the applicants for casino licenses in AC were mobbed up, i.e.
they had strong ties to one mafia family / figure or the other.
Western States Teamster pension fund monies figure prominently in much
of their history.
The game, of course, was to try and prove they had been sanitized,
often by employing a seemingly clean stooge as CEO / figurehead.
Think "Glick" in old Vegas, or even "Wynn" in today's world.
